Three sailors aboard the USS Theodore Roosevelt have tested positive for coronavirus, the Navy said Monday, following a massive outbreak last year that spiraled into a controversy that cost the jobs of its commander and the acting secretary of the Navy.

The positive cases and those who were exposed to them are currently isolated on board.
The additional cases come less than a year after an outbreak last spring saw one sailor die and at least 1,156 more test positive.

The first outbreak was an early example illustrating the dangers of the virus aboard ships, and it remains the worst Covid-19 outbreak among a U.S. military unit to date. The ship was forced to dock and pause its deployment for two months as most of the ship’s 4,000-person crew isolated ashore in Guam. The ship’s captain, Brett Crozier, had pleaded for more help as the number of infections were rising, sending a letter to multiple superiors that was leaked to the press. He was relieved of command by acting Navy Secretary Thomas Modly, who was himself forced to resign after he delivered a blistering public rebuke of Crozier before his former ships’ crew that sparked outrage. Crozier’s firing was ultimately upheld by a review that found he broke protocol and failed to adequately respond to the outbreak.

The Defense Department Inspector General concluded last week that “ineffective implementation of social distancing and the premature release of sailors from quarantine” were primary causes of the first outbreak.
