Levine emphasizes again no 'grand reopening of Pennsylvania'; it will occur by county or region - Middletown Press and Journal

Pennsylvania Department of Health Secretary Rachel Levine reiterated what she has said previously about the lifting of social distancing measures and the opening of non-life-sustaining businesses across the state: It’s not all going to happen at once.

There have been more calls recently from members of the Legislature to re-open some businesses in Pennsylvania, at least in areas less affected by the coronavirus. State legislators this week passed a Republican-backed bill calling for a broader reopening of businesses. 

Levine said again Saturday during her daily press conference that it will happen piece by piece.

“This is not going to be one grand reopening of Pennsylvania. It will have to be either county or regionally based. … We will need to make sure we do have the testing and public health workforce and policies and procedures available as we do that type of relaxation of social distancing in specific areas. But to repeat, it’s not going to be statewide,” she said.

There will also be social and economic parameters examined, she said.

At noon Monday, a rally is planned at the Capitol complex in Harrisburg against Gov. Tom Wolf’s stay-at-home orders and closer of non-life-sustaining businesses, similar to ones held in other states. According to pennlive.com, they say they will drive around and honk their horns to show their displeasure.

People have the right to protest, Levine said, but if they don’t stay in their cars and they congregate in a large crowd, that could facilitate the spread.

“I would worry very much about the health of those people,” she said.

When making decisions about reopening businesses and lifting stay-at-home orders, Levine said the state will have to look closely at positive and negative test results and the percentage of positive and negative test results.

The state is using viral tests from nasal samples at its lab in Exton, she said.

When asked if it was the job of the federal government or state government to increase testing, she said both.

“I think it’s the states’ job to implement these measures. I think it is very important for the federal government to provide supplies and resources we need to do that testing,” she said.

All of Pennsylvania’s ordering of chemicals for testing are done through the Centers for Disease Control and Prevention, she said.

She was asked about reports, especially out of South Korea, that some people who recovered from the coronavirus are retesting as positive.

“We’re trying to see what that means. It could mean that they were re-infected. But it could also mean they have DNA from the virus still present in their system. … Since the test is testing for the DNA, maybe that’s why it’s positive, even though they don’t have any active virus. We don’t know what the implications of those studies are. They need to be analyzed and repeated,” she said.

Among other points Levine discussed, she several nursing homes are being assisted by the medical support arm of the Pennsylvania National Guard.

“They are working to help provide care to patients in those nursing homes and to help them with their infection control procedures,” she said.

Of Pennsylvania’s 836 coronavirus-related deaths, 459 have occurred in residents from nursing homes or personal care facilities. That includes 3 in Dauphin County, 25 in Lancaster County, and 2 in Cumberland County.
