Portland Public Schools has announced Jo Ann Wadkins as Cleveland High’s next principal, the Southeast Portland school’s third new leader in a year.
The school started last academic year with a new principal, Leo Lawyer, who was recruited and hired from his job as a middle school principal on the Oregon coast in to lead the school toward stability after a rocky year and principal turnover.
But he resigned abruptly just months into his tenure and was replaced on an interim basis by Paul Cook, who had retired as Cleveland’s principal in 2015.
Lawyer replaced Ayesha Freeman, who requested a transfer to Wilson High late in the 2018-19 school year, less than two years after she took the job and after her handling of racist incidents was criticized by some teachers, parents and students.
Wadkins was most recently a vice principal at Lincoln High under Peyton Chapman. Her two years as a vice principal followed 15 as a teacher and instructional leader, also at Lincoln.
She’s Chapman’s second deputy to be promoted this year. James McGee was named Grant High’s principal in April, succeeding Carol Campbell as she retires following seven years at the helm in Northeast Portland.
Wadkins’ and McGee’s appointments mean the majority of the Portland district’s nine comprehensive high schools will enter the fall under a principal with, at most, one year of experience running the school.
Only Benson’s Curtis Wilson, Jefferson’s Margaret Calvert and Lincoln’s Chapman led their schools prior to fall 2018 and Franklin’s Chris Frazier became a principal that fall.
The Oregonian/OregonLive has counted at least a dozen principal shuffles over the last few months. Last year, the Portland district had 24 people take over leadership of as many schools ahead of the fall 2019 term.
Three of the high schools with the highest rate of leadership churn experienced dips in their graduation rates from 2018 to 2019.
